In the SOW process the essential aim in writing the statement of work is to decide what is to be resolved by the contract, along with the objectives needed to reach such resolutions. The Statement of Work is a unique document - no two are alike. The purpose is to provide suppliers with a clear, accurate and complete description of the work to be performed and all the applicable work requirements. If the work statement is not sufficiently clear, suppliers may not bid because of the risks and uncertainties involved, or may add contingency costs. However, an overly detailed work statement may also inhibit suppliers from bidding because of perceived complexities and restrictions. Be clear and complete, but do not over specify. It will also provide the mechanisms to manage the project and will prescribe the performance metrics and scorecards to measure the performance of the supplier’s effectiveness.
