COLORADO

Junior Achievement USA, Colorado Springs, has received a $1.75 million gift from the KPMG Foundation to redevelop its successful JA Finance Park middle school financial literacy curriculum, which impacts 156,000 students across the nation each year. The grant will be used to revise, design, promote and evaluate the new JA Finance Park, with a goal of more strongly infusing 21st century learning concepts and techniques. The grant will also support the revision of the simulation technology that will foster student understanding of personal budget and smart money-management practices.

CONNECTICUT

TaxOps has opened a fourth office in Stamford, Conn., located at 1177 Summer St., Stamford, Conn. The Financial Accounting Foundation Board of Trustees approved a key change to the agenda-setting process of the Financial Accounting Standards Board and the Governmental Accounting Standards Board. Decisions regarding project plans, agenda setting, and priority of projects now will be approved by a majority vote of the respective Boards, instead of by the Board chair alone.

NEW YORK

The Internal Revenue Service has released a favorable private letter ruling related to a common tax strategy referred to as a Like Kind Exchange program. The ruling was requested by, and issued to, WTP Exchange, an affiliate company of WTP Advisors, a global tax and business advisory firm. The new IRS ruling (201308020) makes it clear that WTP Exchange is permitted under the tax law to provide both LKE software and qualified intermediary services. WTP Exchange is the only firm to offer a fully-integrated LKE program solution. … Pivotal Captive Consulting LLC, Jericho, has been formed to assist professionals and their clients in the assessment of feasibility, design and implementation of a very successful risk management and wealth preservation strategy involving Captive Insurance Companies. … NYSSCPA Real Estate Committee and the AICPA Auditing Standards Board recently worked with the New York City Tax Commission in an attempt to align one of the city's real estate forms with the AICPA's SAS 122, Clarification and Recodification. SAS 122 took effect for audits of financial statements for periods ending on or after Dec. 15, 2012, and requires certain language changes in audit reports.

WASHINGTON D.C.

The Public Company Accounting Oversight Board released a report summarizing inspection observations identified in the 2007 through 2010 inspections of U.S. firms that audited 100 or fewer public companies. Such firms must be inspected at least once every three years (triennially inspected firms). The "Report on 2007-2010 Inspections of Domestic Firms that Audit 100 or Fewer Public Companies" includes observations from 748 inspections of 578 domestic triennial firms conducted in the 2007—2010 period, and encompasses Inspection staff reviews of aspects of 1,801 audits. … The PCAOB updated the following documents and lists relating to international inspections on its website:

The PCAOB also added to its website a speech delivered by Board Member Jeanette Franzel as part of the Wayne State University George R. Husband Distinguished Lecture Series in Detroit titled, “Protecting Investors through Reliable Audits.”
