Ernst & Young LLP announced today that former Counsel Multistate Tax Affairs at the California Franchise Tax Board, Carl Joseph, joined the firm as a principal in the Indirect and State and Local Tax practice. Joseph earned a BA in economics from University of California and a JD from University of the Pacific, McGeorge School of Law. … David Thelander has been appointed as a Risk Assurance managing director in PwC’s Risk & Compliance, Systems & Analytics practice, based in San Francisco. Prior to his role at PwC, Thelander was a senior consultant at Thelander Advisers, Promontory Financial Group, Deloitte and Charles Schwab & Co. He also worked with the U.S. Securities and Exchange Commission in Washington, DC.

FLORIDA

Boris Kushnir has joined Moore Stephens Lovelace as a senior manager in the firm’s Miami office. Kushnir has 19 years of accounting and finance experience, with a special focus on senior care. Kushnir has spent the entirety of those 19 years as a continuing care consulting professional for Ohio-based Plante & Moran, where his last role was a principal at the organization. … Frank Gonzalez, a principal-in-charge of the Audit Department at MBAF, was elected to the 2015-2016 Executive Committee of the Orange Bowl and will serve as its treasurer. The Orange Bowl is a 363-member, primarily-volunteer non-profit sports organization that promotes and serves the South Florida community. The Orange Bowl features a year-round schedule of events culminating with the 2015-16 College Football Playoff Semifinal at the Capital One Orange Bowl on December 31, 2015.

GEORGIA

Scott McNerney rejoins EY’s Human Capital practice as an Executive Director in Atlanta. Bringing more than 20 years of experience, McNerney comes to EY from Deloitte Consulting LLP where he served as a Human Capital Specialist Leader for the past six years. He previously spent seven years with EY/Cap Gemini as a Partner and Vice President. Daniel J. Karnis joins Ernst & Young LLP as a partner with the National Tax Department - Business Tax Services, focused on Quantitative Services. Most recently, he served as Director in PwC’s Tax Projects Delivery Group where for 12 years he advised tech and financial services clients in the areas of domestic manufacturing deduction and research credit. He is based in Atlanta.

ILLINOIS

Veteran IRS Counsel attorney Robert (Bob) Ratchford has joined EY’s Tax Controversy and Risk Management Service practice in the Chicago office. Ratchford has more than 30 years of tax controversy experience, most recently as Deputy Area Counsel, Strategic Litigation, for Large Business and International’s Retailers, Food, Transportation, and Healthcare Industries. For 20 years before that, he was Special Trial Attorney in the Office of Chief Counsel in Chicago where he assisted IRS examination teams in taxpayer audits and litigated cases in the U.S. Tax Court.

MARYLAND

Ryan Henigan, a partner in CohnReznick LLP’s Baltimore office, has been named president of the Construction Financial Management Association’s Maryland chapter. The CFMA is the construction industry’s essential financial resource. It is the only nonprofit organization dedicated to serving the educational needs of today’s construction financial professionals. Established in 1990, the Maryland chapter represents general contractors, subcontractors, specialty contractors, engineering firms, material suppliers, and associate services.

MISSOURI

Martin Doerr, a partner in charge of tax services at Brown Smith Wallace has been awarded a University of Missouri Trulaske College of Business Citation of Merit. Doerr was recognized on April 17 at the annual Trulaske College of Business Honors Luncheon for his service and commitment to MU. Doerr has had a long standing commitment to MU and to helping grow the next generation of leaders in the accounting profession. Under his leadership, the firm established the Brown Smith Wallace Faculty Scholar position at the University of Missouri School of Accountancy in 2013.

NEW JERSEY

Liz Wallace has joined Grant Thornton LLP as a managing director in the firm’s Strategic Federal Tax Services practice, based in Metropark, N.J. Wallace joins Grant Thornton from KPMG LLP, where she was a senior manager and leader of the Metro New York Commercial Tax Credits practice. While there, she developed new credit service offerings and was responsible for increased practice revenue, achievement of utilization goals and development of a three-year growth plan. She also directed and conducted new business development activities and spearheaded new initiatives and service offerings.

NEW YORK

Jeff Sutton has joined Friedman LLP as partner and will lead the Corporate Recovery Services practice. … Anne Buscaglia joins EY as an Executive Director with the Business Tax Advisory practice in New York. Prior to joining Morgan Stanley, she was Tax Director & Tax Counsel to General Motors Corporation, in which role she served as principal US tax advisor to its finance and treasury divisions. Brad Howard brings more than 15 years of experience to help lead EY’s growing pension risk management practice as a Senior Manager in the Human Capital group. For the past 10 years, he was with Deloitte where he led its pension risk transfer advisory services. Marja Lutsep returns to EY as an Executive Director with the International Tax Services practice in New York. Lutsep was previously an Executive Director with the Investment Products Tax group at Morgan Stanley, where for the past nine years she has provided tax support to the Morgan Stanley-sponsored real estate funds. Prior to Morgan Stanley, she spent nearly 10 years was with EY’s International Tax Services , where she developed a specialty in the international tax aspects of global real estate funds and REITs. James Bowtell comes to the EY Human Capital group in New York with 20-years of experience in advising clients on leading HR issues, including global mobility and applying analytics to help HR solve business issues.

NORTH CAROLINA

Melissa Boone, CPA, office managing partner of CohnReznick’s Charlotte, NC office, was recently selected as one of Mecklenburg Times’ “50 Most Influential Women” for 2015. The honorees are selected by a panel of independent business leaders, and represent the most influential women in business, government, education, and not-for-profit fields.

TEXAS

Jim Kranjc, a principal at Ryan, has been appointed to the Director’s Advisory Group for the Illinois Department of Revenue, by Director of Revenue, Connie Beard. … Scott Marvel joins the EY National Tax Department as an Executive Director in Dallas with the Business Tax Services focused on Tax Performance Advisory. Prior to EY, Marvel was a Partner and Chief Executive Officer at Kratos Group & Janus Consulting Partners, LLC. Previously, Marvel worked for Deloitte Consulting LLP and KPMG LLP.
