Leodoro Martinez is the Chairman of the Eagle Ford Consortium, and the former Executive Director of the Middle Rio Grande Development Council of Governments which is composed of nine counties in South Texas.His continuous involvement in services for public entities comes from over 40 years experience in public responsibilities as a City Councilman, School Board member, three term Mayor of the City of Cotulla, and an additional twelve years as La Salle County Judge. He served 21 years in his capacity as the Executive Director of MRGDC.He has been appointed and served in several statewide positions including as a member of the Statewide Jobs Coordinating Council, the Texas Agriculture Finance Authority, Office of State- Federal Relations, Chairman of Texas Rural Communities Inc., appointed to the Eagle Ford Task Force by Railroad Commission Chairman David Porter, and was nominated as the U. S. Marshal for the Southern District of Texas.Chairman Martinez has been recognized to the Who's Who in Energy list for three years in a row by the Business Journal and was selected for the Texas Outstanding Local Leader Award by the University of Texas John Ben Sheppard Public Leadership Institute in 2013.He is the owner of Martinez Partners LLC Consulting.
