Mark Stockwell

Mark Stockwell is Director of Municipal Research at PNC Capital Advisors in Philadelphia.  He is responsible for overseeing the evaluation of municipal securities purchased for individual portfolios and PNC’s municipal bond and money market funds.  Mr. Stockwell is responsible for reviewing tax-backed bonds in California and the western region, and Puerto Rico, and the transportation sector. Prior to his work at PNC, Mr. Stockwell was a Principal and Senior Municipal Bond Analyst at Vanguard, responsible for the evaluation of municipal securities purchased for Vanguard's municipal bond and money market funds.  His analytical responsibilities included the review of tax-backed bonds in California, Texas and the western region as well as the Transportation and Land-Secured sectors. His work as a financial advisor with Evensen Dodge, Inc. in Minneapolis and as a consultant with Katz Hollis in Los Angeles and Sacramento focused on structuring municipal bond transactions and the analysis of revenues generated from tax increment, special assessment and public-private partnership projects.Mr. Stockwell currently serves as Chairman of the Board of Governors of the National Federation of Municipal Analysts (NFMA).  He has also served the NFMA as co-chair of the NFMA Annual Conference, the Education Committee, and the Recommended Best Practices in Disclosure for Tax Increment-Backed Bond Issues Committee.Mr. Stockwell has a B.A. degree in Political Science and Economics/Business from Westmont College in Santa Barbara, CA and a Master of Public Administration and a Master of Planning, both from the University of Southern California.
