Russell Fehr

City Treasurer

Russell Fehr was appointed Sacramento City Treasurer in May 2008 by the Sacramento City Council. The City Treasurer is responsible for management and issuance of debt, investment of city funds, the investment of funds held by a closed city retirement fund, and provision of independent comment and advice on fiscal issues to the City Council. Russell has the perspective of a 28 year career in local government finance having served for 19 years in the Sacramento County Executive’s Office focusing on budget development, debt issuance, and special projects. With the City of Sacramento, Russell served and Finance Director, responsible for budget development and monitoring, accounting, and revenue collection, before being appointed Treasurer. He has participated in a very broad range of both debt financings and other projects. Along with his work for the City and County of Sacramento, Russell has taught courses in public finance at Sacramento State University. Prior to starting his career in local government, Russell had seven years experience as a field archaeologist in the American Southwest. He has a Bachelor’s Degree in Classics from Dartmouth College and a Master’s Degree in Anthropology from the University of Arizona.
