IRS’s David Williams Departs

David R. Williams, head of the Internal Revenue Service’s Return Preparer Office since its inception three years ago, is leaving at the end of August.

Williams’ replacement, Carol Campbell, is Commissioner Shulman’s deputy chief of staff. She has been with the IRS for 20 years, and has previously worked in the chief counsel office and the National Taxpayer Advocate’s office. 

As director of the RPO, Williams oversaw the implementation of the Registered Tax Return Preparer designation, and the development of the competency exam and other requirements for preparers.

Prior to his tenure at the RPO, Williams served as director of Electronic Tax Administration and Refundable Credits. He is a graduate of the John F. Kennedy School of Government, Harvard University and Colorado State University.
