CPA Ireland Signs Deal with Belarus CPAs

The Institute of Certified Public Accountants in Ireland, also known as CPA Ireland, has signed a memorandum of understanding with the Association of Certified Accountants and Auditors of Belarus, further extending the Institute’s international network and influence in Europe.

Under the terms of the memorandum, CPA Ireland and the ACBA Belarus have agreed to cooperate in a number of areas, including education, training, examination, accounting, auditing, ethics and member body development. They have also agreed to cooperate and assist each other on matters pertaining to small and midsize enterprises and accounting practices and on education in International Public Sector Accounting Standards, or IPSAS.

The deal involves the online CPA Certificate in IPSAS Financial Reporting and follows in the wake of similar initiatives in Russia, South Africa and Nigeria, with more countries expected to follow suit in the next few weeks (see Irish CPAs Strike Deal with Russian CPAs and Irish and South African Accountants Ink Deal).

The certificate is available at www.ipsasacademy.net, where the first module can be accessed for free.
Under the agreement, CPA Ireland and ACBA Belarus will partner to deliver the online CPA Certificate in IPSAS Financial Reporting, developed by CPA Ireland in partnership with the online publisher, Nelson Croom, to public sector accountants in Belarus, thereby helping in the delivery of strong public financial management in the country.

“We are very pleased that ACBA Belarus has decided to partner with us in the delivery of IPSAS training in Belarus,” said David FitzGerald, director of member services at CPA Ireland, during the signing of the agreement. “Thorough, transparent and comprehensive accounting standards are as critical to good corporate governance in public sector bodies, as in any business. The responsible management of public finances is essential to the health of any economy and, as providers of the world’s leading edge online learning resource in IPSAS, we are pleased to contribute to that objective”, “This new and exciting partnership between CPA Ireland and ABCA Belarus will help ensure that strengthened public financial management is delivered within Belarus”.

Speaking at the signing, ACBA Belarus executive director Oksana Ezerskaya said, “We are delighted that CPA Ireland and ACBA Belarus signed this MOU that sets out the basis for a future co-operative relationship. The MOU has been created to reflect the interests of both parties, which are unified in their commitment to serve the public interest through enhanced public financial management. The IPSAS certificate program is the great CPD opportunity for ACBA Belarus members to study IPSAS and be on the cutting edge of public interest and accountancy profession.

The online CPA Certificate in IPSAS Financial Reporting consists of nine modules, with an assessment for each module, and an overall assessment. The course takes approximately 70 hours to complete and on completion graduates are issued with the CPA Certificate in IPSAS Financial Reporting.
