Sheila Ashrafi has been promoted to partner at HMWC CPAs & Business Advisors in Tustin, Calfi. … Jessica Tien has joined the International Tax Services Transfer Pricing practice of EY in San Francisco as a Principal. She has been with EY since 2007 as the leader of Ernst & Young’s Greater China Transfer Pricing practice responsible for 12 transfer pricing teams in mainland China, Hong Kong, and Taiwan. … Chris Carlberg has been appointed as the first General Counsel at Armanino LLP He will be responsible for overseeing all legal work for the firm as well as advising on business policy and overall governance.

ILLINOIS

Bryan Pautsch has been named partner-in-charge of not-for-profit tax services at Sikich LLP. Prior to his expanded role, Pautsch served as a partner in Sikich’s tax planning practice, a tax shareholder at Kolb+Co. S.C., an attorney at Prieve & Meyer S.C. and a tax manager at Arthur Andersen LLP. Pautsch has extensive expertise in structuring and tax planning for not-for-profit organizations. In his role, Pautsch will set the strategy for the practice and oversee the expansion of its service offering moving forward. Beth Kieffer Leonard, managing partner of Lurie Besikof Lapidus & Company LLP, in Minneapolis, has been elected to the Board of Directors of the Women’s Business Development Center. Leonard became the first female partner in 1995 and the first woman managing partner in 2008 at the firm. Leonard leads a team of professional advisors dedicated to providing exceptional accounting and consulting services for a wide-range of clients. Active in several civic organizations, she has won recognition from numerous national and regional associations, including “Women in Business Champion” from the Small Business Administration—Minnesota. SOUTH CAROLINA

Robert Visbisky has joined Scott and Company LLC as a senior auditor on the Assurance and Advisory services team. Visbisky has prior experience working as an auditor with the State of South Carolina, with Barnwell County government as CFO and Finance Director, and with regional public accounting firms. He’s an active member of both the AICPA and the South Carolina Association of CPAs.

TEXAS

Charles Carr joins EY’s National Tax Department in Dallas as an executive director focused on Private Client Services in the Business Tax Services practice. Carr had been a Senior Vice President, Family Office Advisor at the US Trust Family Office within Bank of America since 1994. Earlier in his career, he was a manager at PWC. A Certified Financial Planner, his career has been dedicated to advising providing financial advice to high net worth clients and family offices. Michael Walls joined the firm as an executive director, dedicated to building a new Financial Instruments Tax Solutions practice. Previously, he was a senior manager at Deloitte where he worked as a tax advisor in their debt tax technology practice. He also worked in the financial industry on the business-side at Morgan Stanley & Co in their Derivative Products Group. He received his LL.M in taxation from The Georgetown University Law Center and is based in Washington, DC. Ashley Scheele of Houston, Texas, has joined EY’s Indirect Tax practice as a partner in the Southwest Region and will be focused on growing the firm’s Excise Tax practice. … Mark Andersen has been promoted to senior manager at UHY LLP in the firm’s Audit Practice in Houston. … Karlins, Ramey & Tompkins added six new team members to its team. Sarah Hankla was brought on board as a staff auditor, while Kenia Cadiz and Jorge Mendez join the firm’s tax staff team. Paul Hopkins joins the firm’s Review Team.
