Chuck is a member practicing in the firm’s Washington, D.C. office. He is engaged in a federal and international regulatory and legislative practice. He has been extensively involved in public finance, tax legislation, energy, climate and environmental as well as product safety, health care, and technology legislative and regulatory matters for a variety of trade associations, corporations, and local governments and state agencies. Chuck represents the National Association of Health and Educational Facilities Finance Authorities on Washington Advocacy issues. Chuck’s practice encompasses work before the Treasury, SEC, IRS, Department of Energy, Environmental Protection Energy, Departments of State, Health and Human Services, United States Trade Representative, Federal Trade Commission, and other federal and state agencies. He has extensive experience dealing with Canada, the European Commission, and international bodies. Chuck also engages in trade association representation and antitrust counseling.Before joining Mintz Levin, Chuck practiced regulatory law with a law firm in Chicago and then worked in the Executive Office of the President before entering private practice in Washington. Chuck is admitted to practice in the District of Columbia and Illinois, and is a member of the District of Columbia and American Bar Associations. He received his B.A. (1975) and his LL.B. (1978) from the University of Virginia.
