Elsa Broeker�is a counsel�in the law firm's Corporate & Securities practice and is located in the�Austin office. Her practice includes regulatory and corporate law with a focus on the financial technology and payments industries and the corresponding laws and regulations.In her regulatory practice, Ms. Broeker advises financial institutions, payment networks, money services businesses, technology and e-commerce companies, and other businesses that incorporate innovative financial services in their products and services. Her clients include retail, entertainment, hospitality, and technology companies. Ms. Broeker provides strategic counsel on a variety of regulatory, transactional, and enforcement matters related to emerging payment systems (such as virtual currencies, mobile payments, and digital/e-wallets) and credit, debit, and stored value products and services. The scope of her regulatory practice covers a broad range of matters, such as privacy and data security, consumer protection, anti-money laundering compliance, escheat of unclaimed property, and state and federal money transmitter licensing requirements.Ms.�Broeker’s corporate practice focuses on both public and private companies, including start-ups and emerging companies. She represents private equity, venture capital, and angel investors as well as company issuers in a wide variety of financing and structuring transactions involving debt and equity securities. In addition, she frequently advises companies on corporate governance, complex domestic and international commercial transactions, technology licensing and development, and product distribution.Prior to joining Pillsbury, Ms. Broeker was Vice President of Legal and Corporate Affairs for an international financial services company that focuses on providing prepaid, mobile payments, and small merchant acquiring solutions. In this role, Ms. Broeker provided high quality legal leadership for compliance, corporate governance, and other strategic matters for the company’s global operations.
