With 30 years of utility experience, Heather Bailey has specialized in regulatory, transmission, and business issues. Her career includes the Texas PUC, utility transmission executive management, and consulting. Ms. Bailey also held controller, treasurer, and deputy CFO positions at the Lower Colorado River Authority (LCRA). As a utility executive at LCRA she was responsible for transmission projects, regulatory strategy, land acquisition, surveying and mapping and financial management. She was active in developing strategies to leverage assets in a regulated environment, manage costs, and establishing a separate transmission affiliate that expanded statewide. She has consulted on financial, regulatory, and utility strategy matters and has been active in the CREZ process. While working at the Texas PUC, she managed the regulatory compliance division and testified in utility rate cases. Ms. Bailey holds a BBA from Sam Houston State University and a MBA from the University of Texas. She is also a CPA.
