James Preusch

CFO

James Preusch brings more than 30 years of experience to his role as Chief Financial Officer for the Alameda Corridor Transportation Authority. Prior to his appointment in August 2004, he was Principal Consultant, HNTB Management Consulting. As CFO, Mr. Preusch is responsible for planning, organizing, directing and coordinating the financial management of ACTA. Under the direction of the Chief Executive Officer, he manages ACTA’s controllership, treasury and administrative functions, overseeing a staff of five and a $2.4 billion budget. Mr. Preusch has a financial services background that includes extensive private-sector experience with PepsiCo, and Rockwell International. He has worked with public sector agencies on behalf of HNTB, Infra-Trans, LLC and AG Edwards. Mr. Preusch is familiar with the financial operations of the corridor, having served as ACTA treasurer from 1989 to 1999. He was integral to the design and implementation of ACTA’s $2.4 billion plan of finance and played an active role in the April 2004 $686 million bond transaction used to refinance the ACTA U.S. Department of Transportation loan. Previously, Mr. Preusch was a member of the financial staff of the Port of Los Angeles, assuming the Treasurer position in 1987 and serving as Chief Financial Officer from 1989 to 1999. During his career with the Port, he completed more than $2.7 billion in financing transactions, including a $1.2 billion bond sale on behalf of ACTA. Mr. Preusch has been a part of the OnTrac team, providing funding solutions for the city of Placentia rail grade separation project. He has also been part of the financial working group of Transportation Corridor Agencies, Irvine, helping develop a financial strategy to assist the San Joaquin Hills Transportation Corridor Agency. He worked with the US Department of Transportation – Federal Highway Administration in developing a financial program for funding major transportation projects. Mr. Preusch received his undergraduate degree from Clarkson University and was awarded an MBA from Lehigh University. He is a CPA and Certified Treasury Professional.
