Navjeet K. Bal is a member of Nixon Peabody’s Public Finance group and has extensive experience serving as bond counsel, underwriter’s counsel, and borrower’s counsel in publicly and privately placed debt financings for governmental, quasi-public, and nonprofit borrowers. In 2008, Navjeet was appointed as Massachusetts’ Commissioner of Revenue by Governor Patrick, where she managed a large department, with three lines of business: Tax Administration, Child Support Enforcement, and Division of Local Services. In this position she also represented the Department of Revenue and the administration publicly, in front of the Massachusetts legislature and taxpayer and tax practitioner groups, as well as Massachusetts city and town officials. She was elected to the Federation of Tax Administrators (FTA) Board in July 2009, and served as president of the Northeast States Tax Administrators organization in 2010. Navjeet has spoken at many public forums, including the Massachusetts Municipal Association conferences, the Boston Bar Association, State and Local Tax committee, the Massachusetts Bar Association tax committee, the Massachusetts CPA Society, the UMass Tax Practitioner schools, the Associated Industries of Massachusetts, State Tax committee meetings, the Massachusetts Taxpayers’ Foundation Annual Meeting and the FTA Annual Conferences. Navjeet is a member of the Council of the Boston Bar Association, the South Asian Bar Association of Greater Boston Advisory Board, the Legal Advocacy and Resource Center, the Massachusetts Access to Justice Commission and the Lawyers’ Committee for Civil Rights Under the Law. She is a recipient of a Cornerstone Award from the North American South Asian Bar Association and is a 2011 recipient of the Williams College Bicentennial Award for excellence in public finance. She received her B.A. from Williams College and her J.D. from Northeastern University School of Law.
