Phil Culpepper

Deputy Executive Director

Phil Culpepper joined the Illinois Housing Development Authority as the Deputy Executive Director in October 2009. Culpepper is a member of IHDA’s executive team and focuses his efforts on day-to-day operations, affordable housing lending and bond finance. Prior to his appointment to IHDA, Culpepper served as the State of Illinois’ Director of Debt Management where he was responsible for nearly $26 billion of debt outstanding, was directly responsible for oversight of all state bonding authorities ‘activities and issued more than $7 billion in State debt. Culpepper has also served as a Debt Management Specialist for the Illinois Toll Highway Authority where he structured and coordinated more than $3 billion of municipal bonds and derivative transactions to support construction projects for Illinois’ Congestion Relief Program. Culpepper served as a Non-Commissioned Officer in the U.S. Army’s and holds a bachelor’s degree in economics from Loyola University Chicago.
