Tax Administrators Group Appoints New Head

The Federation of Tax Administrators has named a new executive director, James R. Eads Jr., the former public affairs director for state tax consulting firm Ryan & Co.

Eads will lead the FTA's Washington, D.C., office. The federation represents the interests of state and local tax administrators before federal policymakers, and provides research and training.

Eads was formerly chief counsel for the Arkansas Department of Finance & Administration Revenue Division and state tax counsel for Sears and AT&T. He has also worked for Ernst & Young and the Internal Revenue Service.

Eads replaces Harley Duncan, who resigned after 20 years with the FTA to take a position with KPMG. Eads will begin his new post on Sept. 8.
