The IRS has re-opened its PTIN management and registration site.
The site was taken down immediately after the January 18 court ruling that said the IRS did not have legal authority to force preparers to register as RTRPs.
“After a two-week review, the IRS has concluded that the recent Loving v. Commissioner court ruling does not affect the requirement for paid tax return preparers to have and use a PTIN. Consequently, the PTIN system is now reopened for processing renewals and new applications,” reads a recent alert from the National Society of Accountants.
The IRS PTIN site also features an alert of its own:
“The PTIN system is being updated to reflect current requirements. Until those updates can be completed, a screen titled ‘Continuing Education (CE) Completion’ may appear during PTIN renewal. Please check either one of the boxes on that screen. This information is NOT being collected, but you must check a box to advance to the next screen. We apologize for any inconvenience.”
The PTIN helpline is also tentatively planned to reopen today, the NSA alert added.

Do not pay the $116.00 for the test until this is settled because you will have to wait for the IRS to refund your money not the testing company i.e. Prometrics. I was told today that it is the responsibility of the IRS to return my $116.00 and it will be within 30 days.

I have to agree. It might be wise for the IRS to charge for the preliminary check before issuing a TPIN, but not for renewing each and every year is overkill. It's been reported that the IRS has registered over 611,000 people at $64.25 a pop that's $39,256,750. What will they be doing with the revenue? Is it tax-free?

Well, I think they still need your $ 63.00, for what I don't know. I could see it on the initial registration, but renewals???

After the court ruling of January 18, 2013, my coworker and I are trying to reschedule our IRS Registered TAX Preparer Test from 04//2013 to October or November 2013. The system is giving us messages back like: there is not seat, try another location etc. We tried another location in N.Y.C. with the same respond. The question is, after all of this confusion, Are we supposed to take the test?

Where does Boasberg say we must renew anything? I have had my PTIN since 1999 or prior, so I see no need to renew, I didn't have to then, nor should I now.
