IRS names new members to Advisory Council, IRPAC

The Internal Revenue Service has appointed 12 new members for the Internal Revenue Service Advisory Council, the group that serves as a forum for IRS officials and public representatives to discuss relevant and emerging tax issues.

Council members offer recommendations, observations and operational improvements regarding the IRS's polices, programs and procedures that have an impact on federal tax administration.

The new appointees, who join 10 returning members who are in the second year of a three-year term, are: Deborah Cutler-Ortiz, director of family income at the Children's Defense Fund, in Washington; Karla R. Hyatt, tax attorney at Waller Lansden Dortch & Davis PLLC, in Nashville, Tenn.; Angel Ingram, senior tax analyst at Eli Lilly & Co., in Indianapolis; Joni Johnson-Powe, managing director of J.P. Powe & Associates LLC, in Greenwood Village, Colo.; Joan C. LeValley, owner of JCL & Co., in Park Ridge, Ill.; Robert E. Panoff, attorney and owner at Robert E. Panoff PA, in Miami; Cathy B. Peinhardt, accountant and tax preparer at Coast Business Services, in Gearhart, Ore.; Patti M. Richards, member manager at The Richards Law Firm LLC, in Atlanta; Margaret A. Roark, president of M&D Consulting Inc., in Fairfax Station, Va.; Michael H. Salama, director of tax audits and controversies at The Walt Disney Co., in Burbank, Calif.; Mitchell S. Trager, senior tax counsel at Georgia-Pacific Corporation, in Atlanta; and Robert A. Weinberger, vice president of government relations for H&R Block, in Washington.

Separately, the IRS also named nine new members to its Information Reporting Program Advisory Committee. The new IRPAC appointees will join eight returning members who are in the second year of a three-year term.

The IRPAC was established in 1991 to focus on information reporting issues. The committee's purpose is to provide an organized public forum for discussion of relevant tax administration issues between IRS officials and representatives of the public. Committee members provide recommendations and suggestions on a broad range of issues intended to improve the information reporting program and achieve equitable treatment of all taxpayers.

The nine new members appointed to serve on the committee are: Marianne Couch, executive director of the National Association of Form 1099 Filers Inc., in Ann Arbor, Mich.; Charles F. Egender, owner of Charles F. Egender CPA PA, in Bel Air, Md.; Barry C. Faison, chief financial officer of the Virginia Retirement System, in Richmond, Va.; Robert J. Foley, director of product tax at State Street Bank & Trust Co., in Boston; Paul Heller, financial director at J.P. Morgan Chase, in New York; Virgil A. Julian, owner of Julian & Co., in Independence, Mo.; Katherine Kinnicutt, manager of IRA/qualified plan technical operations and compliance at Raymond James & Associates, in St. Petersburg, Fla.; Regina D. Tarpley, franchisee and general manager at Jackson Hewitt Tax Service, in Blue Ridge, Ga.; and Janice M. Wegesin, president of JMW Consulting Inc., in Palatine, Ill.
